Who are we?

The Directorate General of Civil Aviation (DGCA) is one of the Directorates associated to the Ministry of Public Works and Transport (MPWT), which is governed by the Regulatory Decree number 1610 dated on the 26th of July 1971.

The DGCA's hierarchy is composed of the Directorate of Airports, the Directorate of Technical Exploitation, nine technical and administrative departments, the Airport Presidency and the Diwan (Court/Office of the directorate). Its mission is to regulate and operate Beirut Rafic Hariri International Airport (BRHIA), which is Lebanon's portal to the world.

This Directorate General groups some of the best administrative personnel and finest technical experts in aviation control, aviation safety, air transport, facility and equipment maintenance, meteorology and telecommunications, to whom we add up the engineers who supervise and oversee the studies, researches and rehabilitation projects. This whole staff, along with a team of health care specialists and firefighters, strive together to ensure the best operation of civil aviation, keeping up to date with the latest scientific and technological advances on one hand, and abiding by the rules, laws and standards that are imposed by international agreements and conventions within the scope of civil aviation and its safety on the other hand.

The DGCA has taken upon itself to coordinate with the International Civil Aviation Organization (ICAO), and with all other civil aviation bodies and administrations, and other foreign airports in order to contribute to the development and build-up of the civil aviation sector. It aspires to be the glowing faces of Lebanon.

We are keen to adopt transparency in our internal administrative tasks in order to facilitate the task of approved aviation and cargo companies operating in BRHIA, and to facilitate citizen's and passengers' transactions, whether arriving or departing from Lebanon.

We strive, as well, to sign agreements to enable direct flights with other countries to ensure a better connection between the Lebanese resident and the Lebanese emigrant.

Our aim was and will always be to preserve the leading position of Lebanon in the Civil Aviation sector.
